Narcotic Drugs

The G.A. will hold its second Special Session on Drugs 8-10 June 1998. The UN Drug Control Programme is addressing:

  • Growing abuse of synthetic stimulations like speed and ecstacy
  • Tighter control of chemicals used in producing illegal drugs
  • Combating money laundering
  • International cooperation in law enforcement
  • Reduction of demand
  • Alternative income for peasants growing crops for narcotics

The global drug industry generates around $100 billion a year against which the UN Programme gets under $80 million annually. Drug abuse costs the U.S. $76 billion each year, Canada about $1.2 billion. The UN wants not only national governments to participate in control, but all of civil society including business. A major effort is being made to stem the flow of opium and heroin out of Afghanistan and Burma, the source of more than 90% of the world's heroin. Pino Arlacchi, who heads the UN Programme, was the Italian Senator who led the break-up of the Mafia, a trial run as he now takes on the dread drug lords.
