No organization can function without leadership and direction. In the
UN, a proficient administration keeps the organization operating, providing
programmes to assist people in various ways around the world. Many Canadians
have acquired high - level positions in the UN administration, drawing
upon their unique talents and experiences to further the work of the
organization. The following includes a few of the many Canadians who
have helped run various sectors of the UN.
| George Davidson:
Under-Secretary-General in charge of the Department of Administration
and Management. In charge of the UN budget, Financial affairs personnel
matters, and the UN Development Programme (UNDP) (1972-79). |

Richard Foran:
Assistant Secretary-General for Financial Services. Worked in many
areas of the organization including the UN Relief and Works Agency
for Palestine Refugees in the Near East (UNRWA) and the UNDP. |

J. King Gordon:
Head of the UN Information Center for the Middle east. Senior UN
information officer for the Operation des Nations Unies au Congo
(ONUC) |

| Gordon Goundrey:
Served as Assistant Secretary-General in the Office for Special
Political Questions, which dealt with emergency situations. |

Hugh Keenleyside:
Sole Director-General of the Technical Assistance Administration
(TAA) which was responsible for providing economic development assistance,
social welfare and public administration (1950-59)TAA later evolved
into the current UNDP.

Tamar Oppenheimer:
Held a number of top UN posts over 40 years, including Human Rights
Officer of the UN Conference of Human Settlements (UNCHS) (1974-77,
Chief of the Training and Examination Service in the Office of Personnel
Services, Deputy to the Director General of the UN Office at Vienna,
Director of the Division of Narcotic Drugs (1982-86), and Secretary-General
of the International Conference on Drug Abuse and Illicit Trafficking
in 1987.

Thérèse
Paquet-Sévigny: Appointed the Under-Secretary-General
in the Department of Public Information of the United Nations in
1987. Holds the UN Educational, Scientific and Cultural Organization
(UNESCO) Chair for Communications and International Development
at the Université dU Québec à Montréal.

David Pollock:
Worked for the UN Secretariat for 30 years on numerous assignments.
Served the UNs development sphere and was Special Assistant
to the Secretary-General of the UN Conference on Trade and Development
(UNCTAD). Senior Advisor to the UNs Latin American Institute
for Economic and Social Planning. Director of the Washington office
of the UN Economic Commission for Latin America and the Caribbean.
