Ukraine is convening a conference in September 1999 on "Baltic-Black Sea Cooperation: towards an integrated Europe in the twenty-first century." The U.N. needs a comprehensive policy on its broader role in peacekeeping. Georgia U.N. Security Council resolutions and OSCE decisions have not affected Abkhazi separatists. Hopes that talks in Geneva, with U.N., OSCE and Russian participation, will lead to a political solution. Attacks on U.N. military observers (UNOMIG) should not distract from their important function. Georgia experienced terror with attempt to kill President Shevarnadze. Stimulating economy essential to peace-building. Regional economic cooperation essential for development: good example is built around historic Silk Road as modern transport corridor. Uzbekistan "The problems that affect the vital interests of Uzbekistan, in particular the establishment of lasting peace in Tajikistan, the cessation of war in Afghanistan, the imposition of an arms embargo in the Afghan zone of conflict, the establishment of a Central Asian nuclear-weapons-free zone, the construction of transport communications, and the revival of the Aral Sea are all part of global international processes that are underway and could be implemented under the aegis of the United Nations."
