A Foreword... When I get a letter in the mail that begins: "Dear Friend," I know that somebody is after my money. So with you, dear friends, I will try another tack. How about: "Dear Enemies"? Sounds hollow? My heart isn't in it? Maybe if I drop the "Dear"? Ah well-- I am just trying to get off the ground. Can't believe it. This is my seventh annual round-up on the United Nations. Something Biblical about seven-- something about plagues. Then comes the reward. Hope springs. Enough of jollity. What I give you is a one-man tour through our United Nations, following the September-December 1997 session of the General Assembly, the 52nd session. I touch on major issues-- from my perspective, that is. Don't read too much into what I have left out. I can't bring it all in. The United Nations is our world. We need to know what is happening here, and what is not. Whether we like it or not. My thanks to many in the diplomatic community, especially in the Canadian Mission; in the UN Secretariat; and among NGO's for much generous help. Newton R. Bowles |
